Personality: Conceited and arrogant, Hiko is a slight believer of Satsujin Ken (Swords that give death), although he avoids killing someone if they've already been beaten.
History: Not much is known about Hiko Seijuro. He is the thirteenth master of Hiten Mitsurugi Ryu, and thus is also known as Hiko Seijuro XIII. One day Hiko found a boy who's parents had been killed by bandits. He saved the boy from a similar fate and made the boy his apprentice. He named the boy 'Kenshin'. Before Kenshin could learn the succession moves of Hiten Mitsurugi though, he left Hiko and joined the wars, at the young age of 14. After that, Hiko became a potter, although his swordskills never weakened.
During the Kyoto arc, Kenshin returned to Hiko, and finally after much pleading, the Hiten Mitsurugi Master agreed to teach him the succession moves: Kuzuryusen and Amakakeru Ryu no Hirameki. As was custom, when Kenshin learned the ultimate attack he nearly killed Hiko, who had assumed himself done for commented that Kenshin wasn't breaking his vow, and that this was always how it was supposed to be. However Hiko survived, and helped Kenshin's friends defend themselves by defeating two of Shishio's elite Juppongatana singlehandedly, and easily. Then he returned to his life as a potter in Kyoto.
Equipment: A katana called 'Winter Moon' (see above), a cane sword, and a cloak with forty pound weights hidden on each shoulder.
Other information: According to Nobohiro Watsuki (the creator of Rurouni Kenshin), Hiko Seijuro is the most powerful character in the series, even after his defeat by Kenshin.

"This Shishio Makoto is planning to take over Japan. You are getting closer to your Hitokiri Battosai self. To defeat Shishio, and avoid becoming the hitokiri you need to strengthen yourself in your current state." He paused, allowing the stupidity of his pupil sink in. "He who chases two rabbits will never catch either, I thought I told you... Swords are weapons. The way of swords is the way to kill. However you dress it up in righteousness, swordsmanship is the way to kill." He paused again. "It would appear... 15 years ago... throwing yourself into the chaos that was the Bakumatsu... was a huge mistake."
